Суть в том что часть кода выполняется а остальная нет

В это коде выполняется до отметки Ya vypolnilso 11 а след 9ая уже не выполняется.... почему???
Пробовал сократить БД через LIMIT заполнил все пустые поля... пробовал encode decode...
