Нужно сделать всего две вещи:
1. Имея [приватный ключ] RSA SHA1 и [подписываемый текст] получить [подпись](дайджест).
2. Имея [цифровую подпись] и [публичный ключ] шифровальщика получить [раскодированый текст].

Может, пример из мсдн поможет, только там нету настройки RSACryptoServiceProvider-а...
