такая проблема, у меня систематически, на несколько дней начинает периодически отключатся интернет соединение и потом не подключатся с 691 ошибкой. Провайдер, естественно, отрицает свою вину и говорит, что у них все в порядке.

После чего и происходит отключение. Вопрос заключается в том - из-за чего это может быть, и является ли MSG_LineDown командой сервера мне (т.е они отключают меня), или же это происходит на моем компьютере?

вспоминайте , что случилось перед тем как выскочила эта ошибка ? (ответ оно само не принимается)
можно посоветовать сменить MTU,отключить IPv6, cменить сетевую, 
так же http://support.microsoft.com/kb/314455.

если существует возможность сделайте восстановление системы либо проверьте на другом дистрибутиве

log-файл из какого-то роутера? 
Уточните у провайдера все необходимые настройки для подключения. Удалите и создайте подключение с нуля. 691 частая ошибка при множественных переподключениях или подмене адресов (особенно при ppoe).
